Toyota recalled 4RUNNER vehicles built between 16 April 1993 and 28 July 1995. If the steering wheel is repeatedly turned under conditions where high steering effort is required such as when fully turning the steering wheel whilst the vehicle is stationary a fatigue crack may develop in the relay rod. The recall notice describes the fix as: recall the likely to be affected vehicles and replace the steering relay rod. You won't usually pay for it.1

What’s Wrong

If the steering wheel is repeatedly turned under conditions where high steering effort is required such as when fully turning the steering wheel whilst the vehicle is stationary a fatigue crack may develop in the relay rod. In extreme cases the steering rod may fracture causing a loss of steering control.
